OP said that the report was “an attack on the FSF and the free software community in general” which doesn’t imply that the FSF is the free software community and in fact is explicitly distinguishing the two. I took it mean that the report was such a deceitful and irrational work, presented in such a duplicitous manner as to constitute an attack on the senses of the community.

Edit: in fact, the report does attack the community, even if justification for the attack is invalid:

It’s not in Debian. There’s no Red Hat packages either. Or OpenSUSE. It’s not even in OpenWrt which would make the most sense. So it looks like no useful, practical distro packages.

Do they genuinely believe the shit they’re peddling or are they paid propagandists or is their something more nefarious afoot.

From my interactions, I’ve come to the conclusion that they’re mostly seriously broken people who’ve discovered Marx, convinced themselves that capitalism is the cause of all suffering and believe socialism is the solution that will free them from their trauma. The degree of their attachment to socialism is a reflection of the degree of their suffering and brokenness.

If they weren’t so toxic, they’d be deserving of compassion and forebearance.
