What I will say needs to be fact check because I never dig much on it since I’m not using w11 so I can be wrong. There is a feature called recall which take regular snapshot on w11.
A quick search about gives different results but it is apparently a opt in feature, so unless you enabled it, it shouldn’t.
If you think it does this from your browser search, try using a second device which isn’t windows based to browse the net and see if its still guesses right
Never had an mamazon tablet but I guess it has a modified android version like their tv dongle so mostly any “real” android tablet will do, cheapest one would be less reactive but still will works. I had mine on an old Huawei tablet but today I would go for something like Xiaomi pad 6 (don’t think it is worth to get a high end tablet for that purpose), whatever you get disable battery saving functionality for kiosk app and you should be good. As for telemetry/spyware, block it at router level so it will be limited to your local network.
Oh ok, the first thing that comes to my mind is Kodi. Depending your pc it might be a bit slow but that should work.
Edit: are you on linux or windows? If windows, you should really consider linux. Old pc comes back to life with linux as it needs way less ressources than windows
